The purpose of the validation workshop was to address challenges encountered during the Pre-testing exercise at Kwaebibirem. The underlisted were some of the major challenges encountered during the exercise:
- There was no checklist for the Worst Forms of Child Labour
- The number of days for the pre-testing exercise were inadequate
- There were too many tools to administer
- The data entry clerks lacked adequate skills
- There was no Reporting Format between the District and National Levels
- The arrangement of indicators in Tool 1 was not appropriate
- The types of work listed were too broad and vague
- The GCLMS Technical Implementation Committee
- The Advocacy, Social Mobilization and GCLMS Sub-Committee
- COCOBOD Staff and others and
- The GCLMS District Support Team
Also in attendance were the Deputy Minister of Employment and Social Welfare (MESW), Hon. Antwi-Boasiako Sekyere, the National Programme Manager of the NPECLC and some staff from the MESW and the NPECLC.
In his welcome address, the Deputy Minister urged all stakeholders to discuss the issues dispassionately to ensure that the required Tools of the GCLMS were validated. According to him, ‘no amount of non-formal education can make a child who misses his childhood formal education any better’. He therefore appealed to all to join in the fight against child labour.
The validation workshop was very fruitful, as it resulted in major decisions and also modifications of the GCLMS Tools. Below are some of the outcomes from the Validation Workshop:
- The number of the GCLMS Tools was cut down from six to three
- The indicators in Tool 1 ( Community Register) were rearranged
- A detailed list of indicators for the Worst Forms of Child Labour were created
- There was a rectification of errors and proper arrangement of the indicators in Tools 2 and 4.
It was noted that a Reporting Format is yet to be drafted for both the national and the district levels of the GCLMS structure. The Technical Working Group (TWG) of the GCLMS will work on this.
In his closing remarks, the National Programme Manger of the NPECLC, Prof. Richard Bani, thanked all stakeholders for their immense contributions in the validation exercise and assured them that the NPECLC is committed to implementing the GCLMS to contribute towards a child labour free Ghana.
