Background


The NPECLC’s programme strategy is based on a partnership between Government of Ghana and all organizations implementing interventions to eliminate worst forms of child labour in cocoa growing communities. This is because government is not implementing the programme to eliminate worst forms of child labour alone, but rather there are several private and non-governmental organizations that are implementing intervention to eliminate this social menace.  The NPECLC is, therefore, a public-private partnership, with involvement of partners from national, regional, district and community levels.


National Partners’ Forum


As a result, a National Partners’ Forum made up of various institutions and organizations that play various roles in eliminating worst forms of child labour in the cocoa sector has been established. The Forum convenes three times each year to discuss activities and lessons learned, and also make decisions and plans to improve efforts towards achieving the national goal. Each partner organization submits a quarterly report to the NPECLC Secretariat using an agreed format. Membership of the Forum has increased from nine (9) in 2007 to over Eighty (80) in 2009.

Partners’  Guidelines

The National Partners Forum at its sixth meeting developed and adopted guidelines to ensure effective coordination not only to avoid duplication, but also identify intervention gaps and fill them. The Partner Guidelines define the roles of partners and that of the NPECLC Secretariat.
