MMDCEs Issues Communiqué to fight Child Labour in Cocoa

Metropolitan, Municipal and District Chief Executives (MMDCEs) have issued a communiqué in Kumasi to help fight worst forms of child labour in the cocoa sector. The communiqué was issued at the end of a two-day sensitization workshop organized by the NPECLC Secretariat for newly appointed MMDCEs from 47 cocoa growing districts.    


Kumasi, Ghana (August 6, 2008). Forty-seven (47) Metropolitan, Municipal and District Chief Executives (M/M/DCEs) in cocoa growing districts have attended a three-day sensitization workshop at Georgia Hotel in Kumasi (4th – 6th August 2009). Having discussed Child Labour issues and its socio-economic impact on the cocoa industry in particular and the Ghanaian economy in general, and realizing the urgent need to eliminate the Worst Forms of Child Labour in their areas of operations, hereby resolve that:

1. Metropolitan, Municipal and District Chief Executives (M/M/DCEs) shall lead the campaign against all forms of child labour and ensure that all children of school going age are in school and also prevented from engaging in hazardous activities. Opportunities will be created for out of school children to access skills training.


2. MM/DAs that do not have Child Labour issues in their Medium-Term Development Plans should incorporate them in their subsequent plans and those who already have them should review them to meet current developments.
    

3. MM/DAs shall draw action plans for the realization of the objectives outlined in their Medium-Term Development Plans (2010-2013). Community empowerment programs (especially poverty reduction issues) will feature prominently in the plan.

4. MM/DCEs in the cocoa growing districts shall form a coalition that will meet periodically to review the impact of interventions to eliminate Child Labour in the cocoa growing districts.

5. All existing community rules on Child Labour should be identified and formulated as bye-laws by the MM/DAs for enforcement. Where there are no such community rules, MM/DCEs shall work with traditional leaders and other relevant stakeholders in the communities to make such rules.

6. MM/DCEs shall ensure that funds are set aside in our annual budgets to support activities aimed at eliminating Child Labour.

7. MM/DAs shall seek sponsorship from individuals, corporate bodies, Licensed Buying Companies (LBCs), cocoa processing companies, NGOs and other local and development partners to support activities aimed at eliminating Child Labour in cocoa growing communities.

8. MM/DAs shall adopt effective and continuous data collection, monitoring and evaluation mechanisms of all programmes aimed at eliminating Child Labour in our Districts and Municipalities.

9. The MM/DCEs shall initiate proactive measures aimed at achieving effective consultation and collaboration with all Development Partners embarking on any project in the district
